Just so we are all clear: OSHA does not have an official policy of wearing neck ties on film sets. All they say is that they you shouldn't wear loose clothing around heavy machinery. Most people suggest removing or securing neck ties and also have their workers wear short sleeves and prohibit jewelry made of metal because it's conductive, etc.
